Map of the communities of Belgium as specified by the second article of the Constitution establishes that Belgium is made up of three communities: the Flemish Community, the French Community and the German-speaking Community. These communities are configured based on the spoken language and are those considered in the linguistic legislation of the country, particularly in the regulation of the use of the different languages in administrative matters and in teaching.

The German-speaking Community is located next to the border with Germany, in the province of Liège and accounts for less than 1% of the total population. The Flemish Community is estimated at around 58% of the total and is concentrated in the region of Flanders and Brussels; the remaining 42% constitutes the French Community of Wallonia and Brussels.

The three Communities are institutionally represented by their respective Parliaments and Governments with competences in Education, Culture and other matters. Brussels is the administrative seat of all the communities except the German whose institutions are located in the municipality of Eupen.
