Depuis la r\u00e9forme administrative de 2001, elle est compos\u00e9e de douze arrondissements (allemand : Bezirke), chacun dot\u00e9 de son propre organe administratif. Cependant, contrairement aux communes et comt\u00e9s d&#8217;autres L\u00e4nder allemands, les arrondissements de Berlin ne sont pas des soci\u00e9t\u00e9s territoriales de droit public (Gebietsk\u00f6rperschaften) dot\u00e9es de comp\u00e9tences et de propri\u00e9t\u00e9s autonomes, mais de simples agences administratives de l&#8217;\u00c9tat et de la ville de Berlin, la ville de Berlin formant une seule municipalit\u00e9. (Einheitsgemeinde) depuis la loi du Grand Berlin de 1920. Dans chaque arrondissement, les d\u00e9l\u00e9gu\u00e9s sont \u00e9lus par les citoyens allemands ayant le droit de vote et par les ressortissants des pays de l&#8217;Union europ\u00e9enne qui y vivent.<\/p>\n<p>La mairie d&#8217;arrondissement est une autorit\u00e9 administrative coll\u00e9giale, compos\u00e9e du maire d&#8217;arrondissement et de ses adjoints. Les maires de tous les arrondissements de la capitale, le Bourgmestre-gouverneur et le bourgmestre adjoint forment ensemble le \u00ab Conseil des Bourgmestres \u00bb (Rat der B\u00fcrgermeister).<\/p>\n<p>Le S\u00e9nat de Berlin est tenu de demander au Conseil des Maires de prendre position sur les questions fondamentales concernant la l\u00e9gislation et l&#8217;administration.
