Ils sont au nombre de 83 et sont r\u00e9partis sur 18 d\u00e9l\u00e9gations communales. Le quartier historique par excellence est Sidi El Houari qu&#8217;on appelle aussi \u00ab\u00a0les bas quartiers\u00a0\u00bb. En 1994, trois autres secteurs urbains ont \u00e9t\u00e9 ajout\u00e9s portant le nombre \u00e0 12. Dans les ann\u00e9es 2000, Oran a pris le statut de m\u00e9tropole avec l&#8217;extension de la ville vers l&#8217;est, vers le sud puis vers l&#8217;ouest et l&#8217;annexion des communes de Bir El Djir, d&#8217;Es Senia et de Misserghin \u00e0 la m\u00e9tropole d&#8217;Oran. G\u00e9ographiquement, Oran est divis\u00e9e en Oran-Ouest, Oran-Centre, Oran-Est et Oran-Sud. En 2015, avec l&#8217;extension de la ville d&#8217;Oran, le gouvernement alg\u00e9rien a d\u00e9cid\u00e9 d&#8217;\u00e9tablir un nouveau d\u00e9coupage administratif au niveau des secteurs urbains qui sont devenus des d\u00e9l\u00e9gations communales, ainsi six autres d\u00e9l\u00e9gations ont \u00e9t\u00e9 propos\u00e9es \u00e0 la commune d&#8217;Oran. En 2017, l&#8217;Assembl\u00e9e populaire communale d&#8217;Oran a approuv\u00e9 la cr\u00e9ation de ces nouvelles six d\u00e9l\u00e9gations totalisant un nombre de 18 Sidi El Houari.<\/label><\/figcaption><\/figure>\n<p><strong>Sidi El Houari<\/strong><\/p>\n<p>Sidi el Houari (du nom de l&#8217;iman oranais) est le premier arrondissement d&#8217;Oran. L&#8217;arrondissement est construit au nord-ouest d&#8217;Oran, sur les flancs de l&#8217;A\u00efdour et sur l&#8217;oued Rhi. Il donne sur la mer. C&#8217;est le quartier le plus ancien de la ville et il est consid\u00e9r\u00e9 comme un symbole du passage de plusieurs civilisations : arabe, turque, espagnole et fran\u00e7aise. Il se situe \u00e0 l\u2019Ouest de la ville d\u2019Oran entre le versant est du Murdjajo et le vieux port. L&#8217;arrondissement comporte plusieurs sites et monuments class\u00e9s.<\/p>\n<p>C&#8217;est dans cet arrondissement que se situait le quartier historique et patrimonial La Cal\u00e8re (La Cal\u00e8re Basse et La Cal\u00e8re Haute) aujourd&#8217;hui d\u00e9truit, dont l&#8217;appellation fran\u00e7aise \u00e9tait \u00abla Marine\u00bb.<\/p>\n<ul>\n<li>Casbah. La Casbah est au centre du quartier historique Sidi El Houari qui compte les deux mosqu\u00e9es historiques de la ville. Le quartier en mauvais \u00e9tat de conservation doit faire l&#8217;objet d&#8217;un plan de r\u00e9habilitation.<\/li>\n<li>Saint-Louis. Le quartier Saint-Louis est construit autour de l&#8217;\u00e9glise de m\u00eame nom. Il domine la mer d&#8217;un c\u00f4t\u00e9 et l&#8217;oued Rhi de l&#8217;autre. L&#8217;\u00e9glise Saint-Louis a \u00e9t\u00e9 \u00e9difi\u00e9e en 1679 par les Espagnols. Elle a \u00e9t\u00e9 en grande partie d\u00e9truite par les combats et par le tremblement de terre et fut reconstruite en 1839. La porte d&#8217;Espagne se trouve \u00e0 proximit\u00e9.<\/li>\n<li>Vieux port. Le quartier du vieux port est situ\u00e9 en contrebas de l&#8217;A\u00efdour et comme son nom l&#8217;indique, il donne sur la mer. Cr\u00e9\u00e9e en 1845, elle est contigu\u00eb au centre-ville. C&#8217;est un important \u00ab\u00a0quartier-march\u00e9\u00a0\u00bb. Elle constitue \u00e9galement l&#8217;une des caract\u00e9ristiques identitaires de la ville d\u2019Oran.<\/p>\n<p>M\u00e9dina Jdida demeure \u00e9galement un espace \u00e0 forte centralit\u00e9 pour la population p\u00e9riurbaine oranaise, au m\u00eame titre que le centre-ville. Sa fonction \u00e9conomique est importante et son r\u00f4le commercial est d\u00e9j\u00e0 ancien. Le quartier poss\u00e8de toutes les caract\u00e9ristiques identitaires de la ville d\u2019Oran, des lieux et des personnages, des noms et des portraits.
