Donn\u00e9es des limites et des d\u00e9nombrements finaux du Recensement canadien de 2016.<\/label><\/figcaption><\/figure>\n<p>Carte des municipalit\u00e9s de l&#8217;\u00cele-du-Prince-\u00c9douard, la plus petite province du Canada par sa population, 167 680 habitants en 2022, et sa superficie 5 686 km\u00b2, ce qui lui donne une densit\u00e9 de population de 30 hab.\/km\u00b2. L&#8217;\u00cele-du-Prince-\u00c9douard comporte 63 municipalit\u00e9s couvrant 29,6% du territoire de la province et 72% de la population en 2016. Ces municipalit\u00e9s desservent des services de gouvernement local \u00e0 leurs r\u00e9sidents tel que le protection contre les incendie, la planification municipal et un plan de mesure d&#8217;urgence. Le reste du territoire est non incorpor\u00e9 et ne comporte donc pas de gouvernement local.<\/p>\n<p>Les statuts municipalit\u00e9s de l&#8217;\u00cele-du-Prince-\u00c9douard sont des cit\u00e9s, des villes, des municipalit\u00e9s rurales et des municipalit\u00e9s de vill\u00e9giature. Ces municipalit\u00e9s sont soumisses au Municipal Government Act (MGA), appliqu\u00e9 \u00e0 partir du 23 d\u00e9cembre 2017. La constitution d&#8217;une municipalit\u00e9 peut \u00eatre propos\u00e9e par le minist\u00e8re des P\u00eacheries et des Communaut\u00e9s, par le conseil d&#8217;une municipalit\u00e9 existante ou par une p\u00e9tition sign\u00e9e par au moins 30% de personnes qui seraient r\u00e9sidentes de la future municipalit\u00e9. Pour \u00eatre \u00e9ligible \u00e0 un statut de cit\u00e9 ou de ville, des crit\u00e8res de population minimale et de valeur de propri\u00e9t\u00e9 fonci\u00e8re doivent \u00eatre atteints. Autrement, le statut de municipalit\u00e9 rurale peut \u00eatre donn\u00e9 par le minist\u00e8re des P\u00eacheries et des Communaut\u00e9s s&#8217;il juge que cela est dans l&#8217;int\u00e9r\u00eat public. La seule municipalit\u00e9 de vill\u00e9giature est Resort Municipality of Stanley Bridge, Hope River, Bayview, Cavendish and North Rustico et est instaur\u00e9e sur ordre du conseil en 1990. Charlottetown est la capitale provinciale et la plus populeuse municipalit\u00e9, tandis que Belfast est la plus vaste municipalit\u00e9. Les plus petites municipalit\u00e9s par la population et par le territoire sont respectivement Tignish Shore et Saint-Louis.<\/p>\n<p>Cit\u00e9s ;<\/p>\n<p>D&#8217;apr\u00e8s le MGA, une municipalit\u00e9 peut s&#8217;incorporer en cit\u00e9 si la population estim\u00e9e atteint 15 000 habitants et une valeur de propri\u00e9t\u00e9 fonci\u00e8re de 750 millions de dollars et plus. Charlottetown est la capitale et la plus grande cit\u00e9 par la population avec 36 094 r\u00e9sidents et par le territoire avec 44,34 km\u00b2. La cit\u00e9 forme le une agglom\u00e9ration de recensement comprenant 69 325 habitants, soit 49% de la population provinciale. La seconde cit\u00e9 de la province est Summerside, situ\u00e9e dans la partie ouest de l&#8217;\u00eele. Elle concentre une population de 14 829 r\u00e9sidents sur une territoire de 28,49 km\u00b2. D\u00e9butant avec les \u00e9lections municipales de 2018, le MGA permet aux cit\u00e9s d&#8217;\u00e9lire un maire et un conseil municipal comprenant un minimum de huit conseillers pour un mandat de quatre ans.<\/p>\n<p>Villes ;<\/p>\n<p>Selon le MGA, une municipalit\u00e9 peut s&#8217;incorporer en ville si la population estim\u00e9e est de 4 000 r\u00e9sidents et plus et moins de 15 000 r\u00e9sidents, ainsi que si la valeur des propri\u00e9t\u00e9s fonci\u00e8res est situ\u00e9e entre 200 et 750 millions de dollars. La plus et la moins importante ville de la province par leur population sont respectivement Stratford (9 706 r\u00e9sidents) et North Rustico (607 habitants). Three Rivers est la plus vaste ville de la province avec 148,37 km\u00b2 et O&#8217;Leary est la moins vaste avec un territoire de 1,68 km\u00b2. Three Rivers est \u00e9galement la plus r\u00e9cente ville de la province, car incorpor\u00e9e le 28 septembre 2018 apr\u00e8s la fusion de Georgetown et Montague et les municipalit\u00e9s rurales de Brudenell, Cardigan, Lorne Valley, Lower Montague et Valleyfield, ainsi que des parties de quelques territoires non incorpor\u00e9s. D\u00e9butant avec les \u00e9lections municipales de 2018, le MGA permet aux cit\u00e9s d&#8217;\u00e9lire un maire et un conseil municipal comprenant un minimum de six conseillers.<\/p>\n<p>Municipalit\u00e9s rurales ;<\/p>\n<p>D&#8217;apr\u00e8s le MGA, les communaut\u00e9s ayant le statut de communaut\u00e9 sous le pr\u00e9c\u00e9dent Municipalities Act, adopt\u00e9 en 1983, deviennent des municipalit\u00e9s rurales. Avec la fusion de Brackley et Winsloe South le 15 d\u00e9cembre 2017 et l&#8217;application du MGA huit jours plus tard, le 23 d\u00e9cembre 2017, l&#8217;\u00cele-du-Prince-\u00c9douard observe 58 communaut\u00e9s devenir des municipalit\u00e9s rurales. Le 28 septembre 2018, trois fusions municipales r\u00e9duisent le nombre \u00e0 50 municipalit\u00e9s rurales10. En 2016, la plus populeuse municipalit\u00e9 rurale est North Shore avec 2 152 r\u00e9sidents et la moins populeuse est Tignish Shore avec 57 r\u00e9sidents. D\u00e9butant avec les \u00e9lections municipales de 2018, le MGA permet aux cit\u00e9s d&#8217;\u00e9lire un maire et un conseil municipal comprenant un minimum de six conseillers.<\/p>\n<p>Municipalit\u00e9s de vill\u00e9giature ;<\/p>\n<p>Seulement une municipalit\u00e9 de vill\u00e9giature est pr\u00e9sente dans la province. La municipalit\u00e9 de vill\u00e9giature (Resort municipality) de Stanley Bridge, Hope River, Bayview, Cavendish and North Rustico est \u00e9tablie en 1990. Actuellement, le MGA emp\u00eache l&#8217;\u00e9tablissement de nouvelles municipalit\u00e9s de vill\u00e9giature.
